“In Pennsylvania, large amounts of mail-in and absentee ballots were processed illegally and in secret in Philadelphia and Allegheny counties without our observers present. They were not allowed to be present. In fact, they weren't even allowed in the same room. They were thrown out of the building and they looked from outside in, but they had no way of even seeing because there were no windows, and the windows that were there were boarded up.”
