“We have VA worker accountability. For 40 years they've been trying to get it passed, they couldn't. I will not blame the unions and I will not blame civil service. But that was the problem, OK? You have the unions, you have the -- they didn't want it. For 40 years, they couldn't get it passed. So you would have people working in the VA who were sadists, who would abuse our great, great people, our great veterans.”
